Additionally, the strategy focuses on promoting inclusivity, ensuring that marginalized groups, such as migrants, low-skilled workers, and older adults, have opportunities to engage in lifelong learning.

The rapid advancement of digital technologies necessitates the development of digital literacy among adults. Recognizing the value of learning acquired outside formal education systems, the strategy aims to develop a comprehensive framework for validating non-formal and informal learning. This initiative aims to recognize and certify skills acquired through work experience, volunteering, and other informal settings, thereby enhancing individuals' qualifications and career prospects.
